City Centre Regeneration Project deploys CCTV Security for community updates


The £5 million regeneration of King’s Square in Gloucester was awarded to the construction firm E G Carter and Co. Ltd, a leading community-focused builder. The project is part of a massive £85m rejuvenation of the city’s centre to create a lively, dynamic King’s Quarter, with significant improvements to the square, including the installation of sweeping, granite seating areas, water fountains, tree plantings, and atmospheric coloured lighting.

The Security Challenge

Firstly, plant and equipment theft and vandalism in the construction industry is a global problem that has become the domain of international organised criminal gangs, and not just down to opportunistic thieves.

In January 2021, for example, a pan-European crime gang were convicted in a Belgian court over a millionpound series of thefts of cranes, excavators and trailers. The haul, including a £430,000 cement pumping truck, a £100,000 bulk tanker, and £45,000 worth of trailers, were stolen then resprayed, and sold to unsuspecting customers across the UK and Ireland.

The Kings Square site is a high-profile development in an easily accessible location, with hoardings and viewing panels surrounding the site. During the coronavirus lockdowns, when the shops and department stores in the surrounding streets were closed, there were far less people around the site’s location, making it even more vulnerable.

The second challenge is that building sites are dynamic, changing daily in shape and form, and so the challenges they pose for protection is that the scope and the perimeter requirements can alter too. For this construction project, VPS have been involved from the demolition and preparation stage and will be supporting the security needs through new building, fit-out and completion of works.

The Solution - plus an innovative additional added-value option

As part of the contract win, E G Carter chose VPS to review, assess and implement a bespoke and temporary CCTV monitoring system.


In addition to prioritising site protection, E G Carter needed a security partner that could provide time-lapse photographs of the development for the City Council and the public to view.

Part of the reason the firm won the contract was by successfully fulfilling the council’s Social Values policy. This requires any council-led contract worth over £50,000 to be awarded to firms aiming to achieve several social benchmarks including promoting local skills and employment and promoting social innovation.
